No, TommySoftware® CAD/DRAW (32bit) does not have a built-in converter for converting MPG to DXF files. You may need to use a separate converter program or tool to accomplish this task.
Is it possible to buy the program, on a disk , and if so how can this be achieved? How is the payment done, and the price?

No, it's not possible to buy the application because it was released in 1994. There is no possibility to download or obtain it on a disk. I recommend using another application from this category instead of using a product from 1994. There are other more advanced from every point of view. Use the rel="nofollow noopener" target="_blank" href="http://software.informer.com/search/CAD">database of Software Informer to look for another application from this category. I am pretty sure you'll find another one to suit your needs.
I have a new computer, but TommySoftware CAD application is on a old one. I loaded it on 4 discs, but it is not compatible with Windows 8.1. What can I do? I'm retired now, but I still need to access my drawings.

Unfortunately, TommySoftware CAD/DRAW is an old application developed to run only on Windows XP and below platforms. In order to run it on your computer, I suggest you try using Windows 8.1 Compatibility Mode. Right-click the installer, select Properties and navigate to the Compatibility tab. Check the Run this program in compatibility mode for box, select a compatible operating system from the drop-down list, click Apply and then OK. If it doesn't work, try installing the software using using DOSBox.
